Accommodation in connection with entry quarantine

The deadline for applications for the compensation scheme to cover expenses in connection with travel quarantine was 31 October 2021. It is therefore no longer possible to apply for compensation.

Requirements regarding entry quarantine

Only foreign nationals who are resident in Norway will normally be permitted to enter Norway, but some exceptions apply. All travellers from countries outside the EU/EEA/Schengen are required to go into quarantine. As regards EU/EEA/Schengen countries, there is a requirement in place at all times for persons travelling from red countries and regions to go into quarantine. Persons in certain categories may apply for exemption from the entry restrictions.

Advance approval of accommodation for workers in entry quarantine

The general rule is that foreign workers must stay at a quarantine hotel during their entry quarantine. Some exemptions from the requirement to stay at a quarantine hotel apply if the employer or client is able to provide suitable accommodation. Since 23 February 2021, there has been a requirement in place for accommodation provided by an employer to be approved in advance by the Norwegian Labour Inspection Authority prior to entry to Norway.

Requirements regarding accommodation during the quarantine period

All accommodation must meet certain requirements. The following additional requirements apply in the case of accommodation for workers in entry quarantine:

  • Single occupancy room with TV and internet access (if the accommodation does not have a TV, the accommodation may have a PC or tablet which can be used as a TV.)
  • Private bathroom and toilet
  • Own kitchen or food service
  • Ability to avoid close contact with others

For the first and second grant periods (November – December 2020 and January – February 2021), the enterprise must document that the accommodation meets the requirements set out in the COVID-19 Regulation at the relevant times. The documentation that is required is stipulated in the «List which the applicant must have available». For the third grant period (March – April 2021), the accommodation must be approved in advance.

Consequences of breaches of the infection control regulations

Decisions concerning serious breaches of the infection control rules can lead to rejection of an application for support or a requirement to repay support from the quarantine compensation scheme.
